The Office of Civil Defense was created by Chapter 443, Laws of 1951, to coordinate state-level efforts to prepare for and deal with disasters resulting from enemy attack. Chapter 377, Laws of 1955, broadened the powers of the office and required the development of local-level civil defense plans. Chapter 628, Laws of 1959, placed the former Office of Civil Defense (WIHV86-A1719) within the Executive Office as the Bureau of Civil Defense. In 1967, the Bureau was incorporated into the Department of Local Affairs and Development (WIHV86-A1748) as the Division of Emergency Government (WIHV86-A1722).
